Having Trouble Attaching Wifes Pics

I'm new to this and I'm trying to add the wifes pic. I go to MANAGE ATTACHMENTS, click BROWSE, add the path, and when I select upload the screen goes blank and the bottom left corner says DONE. Then I go to preview the thread I am trying to start and the pic is not there. Any solutions. I am trying to add a JPEG from my desktop.

It says " in the first screenshot click on the new thread button".

How do I get to the page which is the first screenshot ?

The "New Thread" button is situated at the top of each forum i.e. Female Nudes.
